India has blamed Pakistan for the surgical strikes in self-defence at the UNSC.
India's Deputy Permanent Representative Nagaraj Naidu made his statement to the UNSC (United Nations Security Council), naming Pakistan at an Arria Formula meeting, which Mexico hosted.
At the United Nations Security Council (UNSC) meeting in New York on Wednesday, India blamed Pakistan for harbouring terrorists and the 2019 Balakot surgical strikes and justified the cross-border violations as self-defence against "non-state actors" (such as a terrorist organisation of a country).
"A state would be forced to pre-emptively launch such attacks in self-defence for its own sake, and we have no choice but to act when armed attacks are carried out by militants operating from another country," he said.
It may be recalled that on 26 2 2019, the Indian Air Force carried out surgical strikes on Jaish-e-Mohammed camps in Balakot in protest against the suicide attack by an explosive-laden vehicle on the Central Reserve Police Force at Pulwama near Kashmir on 14 2 2019.
An "Area Formula Meeting" is a type of informal meeting where all UNSC members meet informally and must be convened by a member of the Security Council It has recently been introduced as a form of open private exchange of views among members of the Security Council.
